The Chamber of Deputies approved a provisional measure on Monday, October 31, allocating up to R$ 30 billion in credit lines for app drivers, taxi drivers, taxi cooperatives, and school transport professionals to purchase new vehicles. The measure, which now moves to the Senate, is part of the Move Brasil program launched in June. The initiative aims to encourage the replacement of older vehicles with more modern and sustainable models.
Under the program, the financing ceiling has been increased from R$ 150,000 to R$ 200,000. The Ministry of Finance will manage the resources, while the BNDES, Banco do Brasil, and Caixa Econômica Federal, or other authorized institutions, will act as agents for the credit lines. The National Monetary Council will determine the financial conditions and deadlines, including the possibility of differentiated rates and grace periods for female drivers.
Funding for the measure involves the Social Infrastructure Investment Fund and the Operation Guarantee Fund. The Ministry of Industry will be responsible for accrediting participating automakers and may require minimum discounts on vehicles. Eligible drivers can use the credit for vehicle acquisition, insurance, and safety equipment for women. While individual drivers and taxi cooperative members are limited to one vehicle each, no such limit is defined for school transport professionals.
