The Brazilian federal government reached a record R$ 1.6 trillion in revenue during the first semester of this year, according to data released by the Receita Federal on Thursday. This represents a real increase of approximately 6.6% compared to the same period last year. Revenue for June also hit a historic high for that month at R$ 264.4 billion, marking a real increase of about 7.7% over the previous year.
Both reports attribute the growth primarily to increases in social security contributions and revenues from PIS/Cofins, IRRF-Rendimentos do Capital, IRPJ, and CSLL. Oil extraction also played a significant role: June revenue from oil totaled R$ 15.4 billion according to one source, while another notes that price hikes and export taxes contributed to the record.
The reports further note that legislative changes and tax increases influenced these results. These include adjustments to the IOF (Imposto sobre Operações Financeiras) and new taxation on bets. One report specifies that June's IOF revenue reached R$ 8.4 billion, contributing to a 30.4% increase in IOF collection for the first semester.
Outlets of different leans frame these results differently. The center-left perspective attributes the record to economic growth and specific tax hikes implemented by President Luiz Inácio Lula da Silva's government, while also discussing potential fiscal deficits through 2026. The center perspective frames the event more technically, focusing on the specific tax categories and legislative changes that drove the figures.
How each side framed it

- Framed the record as a result of economic growth and Lula's tax policies while highlighting potential future fiscal deficits.
- Centre
- Framed the event through technical data and specific tax category performance without extensive political analysis.
