Chinese Communist Party Schedules October Plenum to Focus on Party Discipline

The Politburo of the Chinese Communist Party has announced that the fifth plenary session of the 20th Central Committee will be held in October. The meeting's primary agenda is to examine major issues regarding the consistent exercise of full and rigorous governance over the party, a focus that typically involves fighting corruption and tightening party discipline.

Outlets with a center-left lean frame these efforts as a means for the leadership under Xi Jinping to maintain the legitimacy of long-term rule through strict discipline and the promotion of "Xi Jinping Thought on Party Building." In contrast, outlets with a center-right lean frame the plenum as a strategic move to shore up political loyalty ahead of the 21st national congress. There is a discrepancy between sources regarding the timing of that future congress: one source places it in autumn 2027, while another suggests it will occur next autumn.

The October session may also address personnel changes and the appointment or removal of high-ranking officials, including members of the Central Military Commission. More than 370 full and alternate members of the Central Committee are expected to participate in the plenum.
