Lean is where the outlet sits in its OWN country's politics, never on one global scale.

Political lean is comparable inside one country and not across them, which is why the bar groups by country first. Publicly funded broadcasters are not marked as state-linked.

Every source for this story reports from Colombia.

Finance Minister Germán Ávila has filed the general budget project for 2027 totaling $575.6 trillion, which currently faces a funding gap of $30.2 trillion. The project anticipates total income of $545.4 trillion and will cover the first full year of Abelardo de la Espriella's presidency. To address the deficit, the outgoing government is relying on a recently filed tax reform that aims to collect $21.9 trillion.

Debt service represents 20% of the total budget at $118 trillion, which is a 17% increase over the previous year. Of the $17 trillion increase in debt payments, $16 trillion are for interest. This financial burden reduces the real budget compared to 2026 and limits the fiscal space available for the incoming administration.

Major allocations include $79 trillion for the Ministry of Education and $77 trillion for Health. The Ministry of Labor is assigned $52 trillion, while combined spending for the Ministry of Defense and the Police exceeds $52 trillion.

The framing of this news differs by political lean. A center-left source frames the situation as a deficit left by President Petro for De la Espriella. A center source frames it as a technical budgetary challenge characterized by high debt costs and limited maneuverability for the next government.

How each side framed it

Centre-left
Framed the budget gap as funds missing from the outgoing administration's handover to the successor.
Centre
Framed the event through a technical lens, emphasizing debt service increases and fiscal constraints.
