Corruption Scandals and Transition Shifts Mark Colombian Political Landscape

Juliana Guerrero has resigned from the University of Cesar's Superior University Council following charges by the Prosecutor's Office for procedural fraud and ideological falsehood. Her departure follows reports of a corruption network involving the ministries of Housing and Interior. President Gustavo Petro, who had previously appointed her, reacted to the scandal by denying rumors of a romantic link with Guerrero and suggesting that she and her sister return any money they may have obtained.

Simultaneously, President Petro sought the removal of Angie Rodríguez, Director of the Adaptation Fund and his former close aide, following an interview with Noticias RCN. In the interview, Rodríguez alleged the existence of a "bot network" used to discredit officials and a system of influence peddling involving Juliana Guerrero. While Petro labeled Rodríguez a "manipulator" and cited psychiatric leave as a reason for her removal, some reports indicate she is technically being replaced while on sick leave rather than being declared insubsistent.

President-elect Abelardo de la Espriella has intervened in the dispute, requesting that the Prosecutor's Office, Comptroller, and Inspector General hear Rodríguez's complaints. Rodrigo Lara, De la Espriella's designated Interior Minister, reported that Rodríguez claimed she had been threatened after refusing to authorize a transfer of over one trillion pesos from the Adaptation Fund for El Niño prevention.

In other transition news, President-elect De la Espriella announced the closure of 14 embassies and 15 consulates to reduce costs, including breaking diplomatic ties with Cuba and Nicaragua and moving the Israeli embassy to Jerusalem. He also appointed constitutional lawyer Mauricio Gaona as his ambassador to the United Nations. Additionally, De la Espriella requested that Congress move his August 7 inauguration from Cauca to Cali, citing activity from the Puracé volcano and security concerns regarding "Mordisco" dissident structures in the region.
