Debate Intensifies Over Repatriation of Migrant Minors in Ceuta

A legal and political dispute has emerged regarding the return of unaccompanied migrant minors who entered the autonomous city of Ceuta from Morocco. While the European Commission and the center right Partido Popular argue that all irregular migrants, including minors, should be returned, legal experts and humanitarian organizations emphasize that such decisions must be made on a case by case basis. The Spanish government estimates there are 2,168 minors, while humanitarian groups estimate the number is closer to 4,000.

Center right perspectives frame the situation as an illegal occupation and invasion, with leaders like Alberto Núñez Feijóo calling for the return of all illegal entrants within one month. Conversely, center left framing emphasizes the vulnerability of the children and the necessity of strict adherence to the legal framework to protect them. Organizations such as Save the Children argue that collective returns are illegal under Spanish and European law. They assert that the best interests of the child must be the primary consideration, requiring individual assessments to determine if a child needs international protection or a safe family environment before any repatriation occurs.
