The European Union has added five individuals to its sanctions list against Russia. This action follows intensified Russian strikes that deliberately targeted civilians and civilian infrastructure in Ukraine. One source notes that these measures are a response to Russian airstrikes on Kyiv specifically. Among the sanctioned individuals are Ramil Badgutdinov, who leads a company assisting in the production of Iskander M ballistic missiles, and Aleksandr Dyukarev, the head of the KrasMash plant that produces Sarmat ballistic missiles. While Russia has tested Sarmat missiles, they have not yet been used in Ukraine. Recent barrages on the Ukrainian capital have resulted in significant casualties, including one attack that killed 17 people and another in July that killed 12.
