EU Urges Meta and TikTok to Combat Disinformation Following Ceuta Migrant Crisis

The European Commission has called on Meta and TikTok to increase monitoring and strengthen cooperation with fact checkers to prevent the spread of disinformation during crises. EU tech chief Henna Virkkunen stated that platforms must act decisively to maintain the integrity of the digital space. These demands follow a massive surge of migrants into the Spanish enclave of Ceuta, where rumors spread on social media that the border was open.

Spanish government data indicates that approximately 72,000 people entered the territory from Morocco on July 30 and 31. Spanish authorities reported 80 deaths during the crossings, while Moroccan authorities cited 11 deaths on their soil and human rights groups estimate the total death toll exceeds 140. Spain has since returned the majority of the migrants, with 2,000 remaining as of Tuesday.

EU migration chief Magnus Brunner described the event as a test of border security and resilience to disinformation. He noted that the rush was fueled by criminal smuggling networks and disinformation, though he stated it is too early to determine if the online instrumentalization was driven by smugglers or a foreign power such as Russia. An open source investigation by Golden Owl concluded with a high degree of confidence that the operation was deliberately organized.
