External Pressures and Internal Fragilities Challenge Europe

Europe is currently facing a convergence of crises including two wars, record heat, rising inflation, and migration pressures that have exposed the region's lack of authority over its own destiny. A conflict between the United States, Israel, and Iran has increased prices for fuel, food, and travel across the continent. While European leaders have promised to help secure oil passage through the Strait of Hormuz after the fighting ends, they have had little influence over the conflict itself. Relations across the Atlantic have deteriorated following Europe's explicit opposition to President Donald Trump's decision to enter the war.

Regarding the war in Ukraine, which has lasted over four years, Europe and the United Kingdom provided billions in aid, imposed sanctions on Moscow, and welcomed millions of refugees. Following Donald Trump's return to the White House in 2025, the United Kingdom, France, Germany, and other nations formed the Coalition of the Willing to protect Ukrainian interests and prevent a peace deal between Trump and Vladimir Putin that would sacrifice Kiev. Despite these efforts, Trump has frequently bypassed his allies to pursue direct negotiations with Russia or Ukraine.

Beyond security, Europe is struggling with devastating forest fires linked to global warming and a surge of migrants crossing from Morocco to a Spanish exclave. Richard Haass, former president of the Council on Foreign Relations, stated that Europe is partly a victim of circumstance but also responsible for its own fragility. He noted that the region has been under-organized regarding its own security and has remained a spectator in the global race for artificial intelligence. Both center and center-left perspectives highlight that while Europe has taken action in some areas, it remains largely dependent on external forces for its strategic future.
