Heatwaves Highlight Overcrowding Crisis in European Prisons

Severe heatwaves in France, Italy, and Belgium have exposed a crisis of overcrowding and aging infrastructure within European prisons. Reports indicate that high temperatures have led to increased tensions, including more fights among inmates and confrontations with staff. In France, the average occupancy rate was 141.3 percent as of July 1, while Italy and Belgium reported rates of 139.7 percent and 121 percent, respectively.

Authorities have implemented short term measures to mitigate the heat, such as providing extra water, showers, sun cream, and allowing the purchase of fans. However, officials and activists argue that long term solutions require upgrading facilities and reducing overcrowding. In France, the Justice Ministry acknowledged that overcrowding accentuates the difficulties caused by heatwaves. In Italy, rights activists organized simultaneous visits to 34 prisons to protest inhumane conditions, citing a lack of refrigerators and fans in cells.

Specific incidents have highlighted the severity of the situation. One prisoner in Limoges, France, reportedly suffered a head injury during the heatwave, though accounts differ on whether he passed out from the heat or slipped while seeking fresh air.
