Hong Kong Water Supplies Department Investigates Hikers for Entering Reservoir Spillway

The Water Supplies Department (WSD) is investigating an incident after viral social media footage showed individuals entering the spillway of the Ho Pui Reservoir during a flood discharge to pose for photos. The video depicts a woman climbing down a ladder to join a man as water gushes behind them, while a voice in the recording warns the pair that they could be swept away. The WSD stated it is very concerned about the incident and will prosecute the offenders if sufficient evidence is found. Under the Waterworks Ordinance, unauthorized entry into water facilities can result in a fine of up to HK$50,000 and two years in prison, while damaging facilities can carry a fine of HK$25,000.

In response to the event, authorities have increased security measures. A reporter observed that two barriers and a surveillance camera had been installed at the reservoir. The WSD announced it would step up patrols, expand smart surveillance systems, and erect warning signs in the catchment area. These measures come amid a period of exceptionally rainy weather in Hong Kong, with July recording double the normal rainfall.
