The incoming government of Abelardo de la Espriella has concluded technical handover meetings with the Comptroller's Office. Vice President elect José Manuel Restrepo stated that the process revealed a fiscal hole in the public finances. Specifically, the 2027 General Budget project is underfunded by 30 trillion pesos, with expenditures set at 575.6 trillion pesos against projected revenues of 545.4 trillion pesos. Additionally, alerts were raised regarding infrastructure projects known as white elephants that would require 54 trillion pesos to rescue, while other works valued at 214 billion pesos are considered irrecoverable.
The outgoing government expects a recently filed tax reform to collect 21.9 trillion pesos to address these gaps. However, the debt service is budgeted at 118 trillion pesos, which reduces the real spending margin for the new administration. In response, the designated Minister of Finance, Miguel Gómez, is expected to lead a strategy for public spending adjustments. Vice Comptroller Carlos Silgado noted that the diagnosis provided to the incoming government was technical and lacked political connotation.
