Intelligence Reports Warn of Islamist Terrorism Risks in Ceuta

Italian and Spanish intelligence services have warned that the risk of Islamist terrorism in Ceuta is concrete. A dossier submitted to the Italian Prime Minister's office indicates that social media mobilization for a new wave of migration may be coordinated by an external entity. Monitored WhatsApp and Facebook groups have discussed specific dates for action, with links being shared by TikTok users and phone numbers originating from the USA, Egypt, Algeria, Tunisia, Libya, and Senegal. Intelligence suggests these groups are also utilized by human traffickers.

In response to these threats, Spain has increased security measures. The deployment includes two frigates, approximately 2,000 soldiers, a 500 meter floating barrier, and increased presence of the National Police and Civil Guard. Italian Foreign Minister Antonio Tajani stated that the risks of terrorism and clandestine immigration cannot be underestimated. Consequently, Italy will maintain the suspension of Schengen agreements for ships and aircraft coming from Spain until August 15.

Ceuta and Melilla have historically served as recruitment hubs for jihadist networks, including Al Qaeda and the Islamic State. Reports indicate that these enclaves provide a strategic bridge between Europe and Africa, facilitating links with movements in the Sahel and Morocco. The region has seen long term efforts by Spanish police to neutralize extremist cells, while Morocco has developed its own specialized counter terrorism apparatus, such as the BCIJ, to combat the threat.
