Iran Shifts Military Strategy to Offensive Operations as US Diplomacy Stalls

Six months into its war with the United States, Iran's military is signaling a shift from retaliatory strikes to offensive operations. This strategic pivot follows a conflict that began with US and Israeli strikes on February 28. Iranian officials are now prioritizing offensive capabilities while maintaining control over the Strait of Hormuz, a move that has disrupted global energy routes and increased prices.

Supreme Leader Mojtaba Khamenei recently called for the preparation of large scale offensive operations during a reshuffle of top military commanders. Additionally, a deputy commander of Iran's Revolutionary Guards indicated that the country is revising its military doctrine to prioritize these offensive actions. Analyst Sina Toossi of the Center for International Policy stated that this does not represent a doctrine of preventive war. Instead, he suggests Tehran believes it should escalate more forcefully if confrontation becomes unavoidable rather than letting the US or Israel define the terms.

Diplomatic efforts remain stalled following the collapse of a June 17 truce, which led the US to reimpose oil sanctions and a naval blockade on Iranian ports. While the US has prioritized reopening the Strait of Hormuz and keeping energy prices low, Iranian experts suggest Tehran believes the US seeks to perpetuate the status quo. This shift in strategy reflects a belief in Tehran that American military superiority does not grant Washington escalation dominance.
