Iran has announced that the reopening of the Strait of Hormuz is conditional upon the United States meeting six specific demands. These requirements include an end to military threats and aggression against Iran and its regional allies in Lebanon, Palestine, Yemen, and Iraq; the lifting of the US naval blockade and the withdrawal of US forces from the area; the lifting of sanctions and the release of frozen Iranian assets; and the payment of full compensation for damages caused by wars in 2025 and 2026. A US official told Reuters that the US would lift the blockade of Iranian ports once commercial shipping is restored without impediments, though this move would be tied to Iran's own implementation of commitments.

Simultaneously, Iran has indicated it intends to charge commercial vessels fees for transit through the strait for maritime services, including security and environmental protection. This has caused concern among international shippers and insurers, as US sanctions may prohibit US companies from paying such fees. In response to the regional instability, Saudi Arabia, Turkiye, and Pakistan have signed the Mecca Joint Defence Agreement, a pact stating that an attack on one member will be considered an attack on all.
