Israel Advances Housing Tenders for Controversial E1 Area in West Bank

The Israeli government has issued a tender for the first phase of housing units in the E1 area of the West Bank. The tender covers between 1,200 and 1,400 units as part of a larger plan to eventually build 3,412 units on approximately 12 square kilometers of land. The project aims to expand the city of Maale Adumim and create territorial contiguity for Israel around Jerusalem.

Palestinian officials and international critics argue that the project would bisect the West Bank and sever the connection between the northern and southern regions and East Jerusalem. The Palestinian Authority and EU foreign policy chief Kaja Kallas stated that the plan undermines the possibility of a two state solution. Additionally, peace advocacy groups warned that the project could lead to the expulsion of Bedouin communities such as Khan al Ahmar.

Israeli officials and supporters of the plan describe the move as vital for the growth of Maale Adumim. Finance Minister Bezalel Smotrich has explicitly stated that the project is intended to create facts on the ground that would bury the aspirations for a Palestinian state. To mitigate some concerns, the security cabinet approved a new road in March 2025 to provide an alternative route for Palestinians traveling between the northern and southern West Bank.
