Putin and Kim Jong Un Exchange Messages Reaffirming Strategic Partnership

Russian President Vladimir Putin and North Korean leader Kim Jong Un exchanged messages to mark the anniversary of Korea's liberation from Japanese colonial rule, reaffirming their close bilateral ties. In his letter, Kim stated he was proud of the relationship and expressed belief that Russia would thrive and defend its territorial integrity under Putin's leadership. Putin responded that relations have reached an unprecedentedly high level of comprehensive strategic partnership and stated that the two countries are cooperating in all sectors to ensure regional security and stability.

The exchange occurs as North Korea has become a key military supporter of Russia's war in Ukraine. Reports indicate that North Korea has supplied missiles and artillery ammunition to Moscow. Ukrainian President Volodymyr Zelensky stated that Russia has used North Korean KN-23 and KN-24 ballistic missiles in attacks against Ukraine, including a strike in Zaporizhzhia on August 11 and an attack in Kryvyi Rih in late July.

There are differing reports regarding the deployment of North Korean personnel. One source notes that Kyiv has claimed up to 50,000 troops are due to deploy, while another source specifies that 14,000 troops were previously sent to fight in Kursk Oblast and that Russia is preparing to receive another 30,000. In June 2024, the two leaders signed a Comprehensive Strategic Partnership Treaty that includes a mutual-defense provision pledging assistance if either country is attacked.
