Russia Conducts Mobilization Drills Amid Speculation of New Draft

Russian military officials conducted exercises in July to test the country's readiness for a new wave of military mobilization, according to a report by The Wall Street Journal citing Western intelligence officials. The drills took place in the Kaliningrad region and focused on procedures for housing, feeding, and arming mobilized personnel. Intelligence sources indicate that similar exercises have been carried out in other Russian regions as well. While the Kremlin has officially denied plans for a new mobilization, sources suggest a decision has not yet been made and that any announcement is unlikely to occur before the parliamentary elections in September.

Military analyst Michael Kofman stated that a late mobilization would likely not be decisive this year due to winter weather conditions, though it could impact the front as early as 2027. Other analysts noted that a mass mobilization would place immense pressure on the Russian budget and the labor market. Reports indicate that the Russian military has struggled to recruit enough soldiers to replace casualties, which may leave the Kremlin with few alternatives.

Rumors of a new draft have already triggered a rise in inquiries about emigration from Russia. Real estate agents in Georgia and Armenia have reported price increases, and the human rights organization Kovcheg recorded a sharp increase in emigration queries. In response to Russian activity in Kaliningrad, NATO allies recently conducted an aerial exercise involving U.S. and Norwegian fighter jets and Polish ground forces.
