Konstantin Sokolov, a 52 year old Russian American businessman and major donor to the Republican Party, has been appointed to head the TRIPP+ EnterpriseFund. This US State Department investment fund, also registered as the Trans Caspian Enterprise Fund, launched with over 200 million dollars in capital. The fund is designed to invest in Central Asia and the South Caucasus to support the Trump Route for International Peace and Prosperity, a transit corridor connecting Azerbaijan with its exclave of Nakhchivan through Armenian territory. This project follows a peace deal between Armenia and Azerbaijan mediated by the US in August 2025 and a framework agreement signed in June 2026. Experts suggest the route aligns with a US strategy to create trade corridors between Europe and the region that bypass Russia and Iran.

Sokolov, who founded IJS Investments in Chicago, has acquired significant assets in Armenia. His holdings include Viva Armenia, the country's largest telecommunications provider, and the Armenian subsidiary of Rostelecom. He also acquired the Teghut copper molybdenum mine, which was previously held by the sanctioned Russian state owned VTB Bank. Reports indicate the mine purchase was conducted through a third party company to avoid a direct transaction with the Russian bank.

While the Armenian government has welcomed the Western capital, opposition lawmaker Mesrop Manukyan of the Armenia Alliance has criticized the rapid acquisition of stakes in the mining, finance, and telecommunications sectors. Manukyan and his faction, which favors close ties with Russia, describe the Trump Route as a threat to security and a disguised extraterritorial corridor. Sokolov remains a private figure in Armenia, avoiding local press interviews, though he recently met with Prime Minister Nikol Pashinyan and Foreign Minister Ararat Mirzoyan in Yerevan. In the US, he is recognized as a prominent MAGA supporter who has donated approximately 11 million dollars to Donald Trump.
