Russian Government Commission Approves Bill Allowing EMERCOM Personnel to Use Firearms

A Russian government commission on legislative activity has approved a bill that would permit personnel in the Emergency Situations Ministry's rescue military units to use physical force and firearms. According to reports from Vedomosti, the bill allows for the use of weapons to protect service members, Federal Fire Service personnel, and federal government employees from attacks. It also permits force to stop attempts to seize vehicles or military equipment and to target drones.

Under the proposed rules, personnel must generally provide a warning and allow time for compliance before using a weapon. However, they may act without warning when repelling attacks involving combat or special equipment. One source notes that the bill prohibits shooting women, minors, and people with disabilities unless they are part of an armed or group attack.

Co-author of the bill Anatoly Vyborny stated that armed protection may be necessary during demining operations, evacuations, and the delivery of humanitarian aid in war zones. The commission approved the bill on the condition that it undergo further revisions. The government has requested clarification on which specific facilities, vehicles, and individuals would be protected. Additionally, the government suggested removing a provision that would allow these personnel to use weapons during the detention of criminals regardless of the crime's severity, noting that such powers would exceed those of the police.

Separate legislative efforts introduced in early July seek to send conscripts to military units of the Federal Fire Service and expand their authority to operate within populated areas and organizations.
