Severe drought across Europe has caused water levels in major rivers to drop, disrupting cargo transport and threatening flood defenses. In Germany and the Netherlands, ships on the Rhine river and its offshoots are facing a devastating impact on shipping. Some vessels that normally carry 2,000 to 2,500 metric tons of cargo are now limited to 400 or 600 metric tons to avoid running aground. In Cologne, water levels have fallen below the record set in October 2018.

In response to the crisis, North Rhine Westphalia Transport Minister Oliver Krischer has called for a national task force to improve the transport situation. He is urging the federal government to provide funding for the expansion of the shipping channel between Duisburg and Cologne, which would involve removing large stones to allow ships to carry larger loads during low water levels. Minister Mona Neubaur stated that the Rhine must become a symbol of how the industrial location adapts to climate change.
