Spain Approves 25 Million Euros for Migrant Minors in Ceuta Amid Distribution Disputes

Spain's regional governments have unanimously approved an extraordinary credit of 25 million euros to support the care of migrant children in Ceuta. The funding follows a massive arrival of minors on July 30 and 31. While the financial aid was agreed upon, the distribution of these minors across the Spanish mainland remains a point of contention. Minister of Youth and Childhood Sira Rego stated that while family reunification is the priority, return is impossible in most cases, meaning society must provide care and protection.

Political tensions persist regarding the relocation of minors. Regions governed by Vox, including Aragon, Extremadura, and Castilla y Leon, boycotted the meeting and issued a veto against any redistribution of minors from Ceuta to their territories. Conversely, center-left framing emphasizes the ongoing struggle and political friction between the central government and regional authorities over these transfers. Center-right framing, as seen in reports focusing on Unicef, emphasizes the humanitarian urgency and the need for shared institutional responsibility.

Unicef Spain welcomed the funding but warned that hundreds of children remain on the streets of Ceuta, exposed to risks such as violence and human trafficking. The organization is calling for the implementation of mobile care units, improved registration processes, and better coordination between institutions to desaturate the situation in Ceuta. Minister Rego noted that the process is currently in the identification phase, though she expressed skepticism regarding cooperation from Morocco, noting that 600 files regarding family situations remain unanswered by the neighboring country.
