Spain Plans Transfer of Migrant Minors from Ceuta to Mainland

Spain's government expects to transfer migrant minors from reception centers in the North African enclave of Ceuta to the mainland within a few weeks. Youth Minister Sira Rego announced the plan to alleviate a crisis following a deadly border rush on July 30, during which Spanish authorities report as many as 72,000 migrants crossed from Morocco. While most migrants have returned, hundreds of unaccompanied minors remain in Ceuta. Rego stated that 1,342 minors have been registered and that the government is prioritizing girls and children under 13 for transfer.

Local facilities in Ceuta are currently saturated. Local government head Juan Jesus Vivas noted that facilities designed for 90 children are currently holding roughly 1,100 minors who arrived before the recent rush, while NGOs and resident groups suggest the total number of minors could be several thousand. Rego acknowledged images of children sleeping on the streets and noted that two schools have been opened as temporary reception centers.

Regarding repatriation, Morocco has offered to cooperate in the return of unaccompanied minors. Rego stated that Spain will evaluate these offers on a case by case basis to safeguard children's rights and facilitate family reunification. However, a Moroccan diplomatic source cited by the EFE agency claimed that Spanish administrative and judicial hurdles have complicated these returns.
