Spanish Ministers Clash Over Intelligence Warnings Ahead of Ceuta Migration Crisis

Spanish Minister of Defense Margarita Robles and Minister of Interior Fernando Grande Marlaska have provided contradictory accounts regarding whether the National Intelligence Center (CNI) warned the government about the mass arrival of migrants in Ceuta on July 30. During a Defense Commission appearance in Congress, Robles stated that information gathered by 25 CNI agents in Ceuta was shared and analyzed with state security forces and the government delegation. She apologized and admitted the government arrived late to the crisis. Conversely, Marlaska stated during a press conference at the Council of Ministers that no report existed from the CNI or any friendly nation that predicted the scale of the event, which involved approximately 80,000 people. Robles later responded that intelligence services operate in many ways and not every warning takes the form of a formal report.

Opposition parties have used the discrepancy to challenge the government. The People's Party (PP) and Vox have demanded clarification on which minister is lying and have questioned the role of Morocco in the crisis. The PP has called for Robles to resign, citing a failure in management and a lack of a unified command. Vox has claimed to have evidence that intelligence services were aware of the event and suggested that Morocco acted with disloyalty. In her testimony, Robles emphasized that Ceuta and Melilla are Spanish and untouchable, asserting that any aggression against them is an attack on all of Spain. She also mentioned that her phone had been targeted by Pegasus spyware, which has been attributed to Morocco, though she stated she has never felt blackmailed by Rabat.
