Tropical Depression Luis made landfall in Maconacon, Isabela, at 5:30 p.m. on Monday, August 3. The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) reported that the storm was located near Maconacon at 7 p.m. and is moving west northwest at 20 kilometers per hour. While the storm may weaken into a low pressure area as early as Tuesday, it continues to enhance the southwest monsoon and bring moderate to torrential rain across portions of Luzon.
The weather system has caused significant disruptions. In Benguet, continuous rains from the depression and the enhanced monsoon triggered landslides and soil collapse in Barangays Ambiong and Lubas in La Trinidad. These events forced the closure of two roads to traffic, including the Ambiong Lubas Road. Meanwhile, the municipal government of Lubang in Occidental Mindoro imposed a no sail policy starting Tuesday, August 4, due to rough sea conditions.
Pagasa warned that the track of the tropical depression remains highly uncertain. Signal No. 1 remains in effect for Isabela, parts of Cagayan, Apayao, Kalinga, Mountain Province, and Ifugao. Heavy rainfall is expected to persist through Wednesday, with intense rain forecast for areas including Pangasinan, La Union, Benguet, Tarlac, Zambales, and Bataan.
