Ukraine Imposes New Sanctions on Russian Defense Industry and Children's Cartoon

President Volodymyr Zelensky signed four decrees on August 20 imposing new sanctions on Russia's military industrial complex, propaganda apparatus, and associated individuals. The measures include asset freezes, trade restrictions, and travel bans. One decree targets 28 Russian citizens, 36 Russian companies, and one Chinese firm linked to the defense industry, specifically those involved in drone research, software for security forces, and the supply of high precision industrial equipment. Another decree targets five companies owned by the aluminum giant Rusal and nine affiliated Russian citizens, citing the import of raw materials used to produce missiles and military aircraft.

A third decree targets 45 individuals and eight entities alleged to promote Russia's invasion of Ukraine. This list includes Yurii Ivanyushchenko, a former Ukrainian lawmaker and member of the pro Russian Party of Regions. The Presidential Office stated that Ivanyushchenko has connections to Russian business circles and is under investigation for a scheme to seize state owned land.

In a more unusual move, a fourth decree targets the creators and distributors of the popular children's animated series Masha and the Bear. The sanctions apply to the animation studio Animaccord, its founder, its CEO, and three other individuals including the screenwriter and director. The Ukrainian government may block the show on YouTube and other sites, asserting that the program spreads pro Russian narratives disguised as children's content. This move aligns with similar concerns raised by some British politicians and Estonian Foreign Minister Margus Tsahkna, who described the series as part of the Kremlin's soft power.
