Ukrainian drones targeted the Lukoil Permnefteorgsintez oil refinery in Perm, Russia, on August 21. President Zelensky confirmed the strike, describing it as part of long range sanctions to return the consequences of the war to its source. The refinery is one of the largest in Russia and has been targeted multiple times since the spring. Local reports and videos showed explosions and smoke rising from the facility, while the city of Perm declared a drone threat alert and temporarily restricted flights at the local airport. The Russian Defense Ministry stated that its air defenses shot down 325 Ukrainian drones across various regions overnight, including some near Moscow and the Black Sea.
Simultaneously, Russia launched three separate attacks on Kyiv within a single day. According to official Ukrainian reports, these strikes resulted in 16 deaths and 42 injuries. Russia also conducted over one thousand attacks against more than fifty settlements in the Zaporizhzhia region within 24 hours, with nearly eight hundred of those being drone strikes. Additional Russian attacks were reported near Kharkiv and at a border crossing between Moldova and Ukraine.
