A Ukrainian drone strike on August 11 has fully shut down the Orsk oil refinery in Russia. Orenburg Governor Yevgeny Solntsev stated that the attack hit key infrastructure that cannot currently be restored, and repairs could take up to six months. The governor noted that replacing the damaged equipment is difficult due to international sanctions because the plant relies on imported components.

The shutdown is causing fuel problems in the region. According to Governor Solntsev, 80 percent of the 287 gas stations are operating, and priority for fuel is being given to special purpose vehicles. Logistics are being reconfigured to bring in fuel from outside the region. Ukrainian monitoring channels reported that the strike hit the primary oil refining unit at the Orsknefteorgsintez plant.
