The Ministry of Civil Aviation has issued a show-cause notice to Air India after three Italian passengers flew from Delhi to Munich without completing mandatory immigration clearance. The incident occurred on September 4, when the passengers traveled from Amritsar to Delhi on Air India flight AI-1115 before boarding Lufthansa flight LH-763 to Munich. According to the notice, the passengers were issued domestic boarding passes for the first leg and onward boarding passes for the Lufthansa flight while still at Amritsar airport.
Because these flights did not fall under the approved hub-and-spoke model, the passengers were required to exit through the arrival area at Delhi airport to complete immigration. Instead, they were allegedly incorrectly handled and escorted to the international-to-international transfer area, allowing them to board their flight to Munich without the required checks. The Ministry of Civil Aviation has sought an explanation from Air India CEO Campbell Wilson regarding these procedural lapses and has given the airline seven days to respond.
In response to the security concern, the Ministry of Home Affairs called an urgent meeting for Tuesday, September 15, at Kartavya Bhawan. The meeting, chaired by Home Secretary Govind Mohan, includes senior officials from the Intelligence Bureau, the Bureau of Immigration, and the Ministry of Civil Aviation, as well as the CEOs of Air India and Delhi International Airport Limited (DIAL). While the government is investigating the lapse, DIAL issued a statement on X denying that it had received a show-cause notice, noting that airport security is managed under a multi-agency framework.
Air India has not provided a comment on the incident. The hub-and-spoke model generally allows passengers to complete immigration at an origin airport to travel seamlessly to an overseas destination, but officials state this specific itinerary did not qualify for that arrangement.
