Brazil's Chamber of Deputies Approves Ten Year National Culture Plan

The Chamber of Deputies approved a project sent by President Luiz Inácio Lula da Silva to create the National Culture Plan for the next ten years. The text now awaits analysis by the Senate. The plan establishes guidelines for the Ministry of Culture and includes the creation of culture committees and a Governance Committee to monitor demands and actions. The vote was conducted symbolically, meaning there was no nominal count of votes, while the National Congress operates under a concentrated effort regime ahead of the election.

Proposed in November of last year, the plan includes eight main axes. These include the consolidation of the National Culture System with decentralized funding and the protection of copyrights in digital environments and artificial intelligence contexts. Other strategic actions involve formalizing cultural workers with labor and social security rights, reducing resource inequality specifically in the Amazon, and increasing the presence of culture in school curricula.

The Ministry of Culture, in collaboration with states and civil society entities, will formulate the plan's goals within ninety days of the law's sanction. The government also intends to hold at least two national conferences to discuss the measures. During the proposal's introduction, President Lula stated his desire for a democratic cultural guerrilla and emphasized that no party should be able to prohibit the country's culture.
