Brazilian Supreme Court Faces Institutional Crisis Over Banker Messages

The Brazilian Supreme Court (STF) is embroiled in a severe institutional crisis following the release of a Federal Police report detailing interactions between banker Daniel Vorcaro, owner of the defunct Banco Master, and high ranking officials. The report, which was made public by Justice André Mendonça, reveals messages between Vorcaro and Justice Alexandre de Moraes. These interactions include a request for Moraes to interfere in the actions of the Prosecutor General (PGR) and the Federal Police, as well as a query from Vorcaro about whether he should leave Brazil before his arrest. Investigations also confirmed that a law firm owned by the wife of Justice Moraes had a 131 million reais contract with Banco Master, a document that Moraes reportedly edited.

Simultaneously, PGR Paulo Gonet has come under scrutiny after the report identified an intermediary who allegedly arranged for Gonet's son to join a Master funded trip to London. Former PGR Claudio Fonteles has stated that Gonet should step away from the case to ensure impartiality and that Justice Moraes must be investigated. However, Gonet has requested the annulment of the case, arguing that Justice Mendonça bypassed proper procedure by requesting the police report without first consulting the full court.

Internal tensions within the STF remain high. Justice Edson Fachin described the situation as a moment of gravity and indicated that necessary measures would be taken. While some justices favor a public vote on whether to open a formal investigation into Moraes, others prefer a closed internal resolution to avoid further negative exposure for the court. Additionally, Vorcaro has alleged that the Federal Police rejected his plea bargain attempt to protect Director General Andrei Rodrigues, a claim that police spokespeople deny.
