Canadian Prime Minister Mark Carney is seeking a unique alliance with the European Union to strengthen ties as Canada grapples with hostile trade relations and a deepening trade war with the United States. While Carney clarified to reporters that Canada is not seeking full membership in the bloc, reports indicate he has explored the possibility of Canada becoming an associate member.
