State auditor Xylene Mae del Campo testified during the 14th day of Vice President Sara Duterte's impeachment trial on August 11, 2026, that Duterte is among the officials held liable for the disallowance of P73.287 million in confidential fund transactions. Other officials named as responsible include Chief Accountant Julieta Villadelrey and Special Disbursing Officer Gina Acosta. The Commission on Audit (COA) disallowed the amount out of P125 million in confidential funds used by the Office of the Vice President (OVP) in 2022.
During the proceedings, the prosecution presented acknowledgment receipts showing payments to individuals including Jose Diokno Jr. for information and Clarisse Hontiveros for medical and food aid. Testimony revealed that the OVP encashed its 2022 confidential funds on December 20, yet listed activities such as Christmas parties, tree planting in Leyte, and gift giving in Samar as occurring between December 13 and 19. Auditor Del Campo stated that under Joint Circular No. 2015-01, confidential funds cannot be used for reimbursement.
The trial also saw a clash between the prosecution and defense over the handling of 4,492 acknowledgment receipts. Private Prosecutor Lorna Kapunan accused the defense of ignoring the documents and failing to agree on a schedule to stipulate the evidence, despite a previous order from the Senate impeachment court.
