Colombian Government Outlines Reconstruction Plan Following Devastating Earthquake

President Abelardo de la Espriella has announced a national recovery plan following an earthquake on August 10 that left 281 people dead, 3,971 injured, and 379 missing. According to data from the National Unit for Disaster Risk Management, the disaster affected nearly 45,000 families and damaged over 65,000 homes, with 10,677 houses completely destroyed. Infrastructure damage includes 2,136 educational centers, 236 health centers, 12 pedestrian bridges, and five airports. To address the crisis, the government is partnering with the private construction sector to provide heavy machinery for debris removal and to implement a rental subsidy for homeless families. A decree is expected shortly to provide relief for utility payments for affected households. Minister of Housing Jaime Andrés Beltrán stated that professionals will be deployed to the field to determine whether homes require improvement or full reconstruction. In the Lleras neighborhood of Buenaventura, Interior Minister Rodrigo Lara reported that over 800 homes were destroyed, emphasizing that reconstruction must respect the community identity of the stilt houses.
