Diplomatic Dispute Between USA and Brazil Hinders Cooperation Against Organized Crime

A diplomatic conflict between the governments of the United States and Brazil is obstructing bilateral cooperation in the fight against organized crime, according to a report by The New York Times. The dispute has manifested in a series of visa restrictions: the U.S. Department of State withheld visas for two Brazilian Federal Police agents assigned to New York and Miami, while the Brazilian government responded by blocking the visa of a U.S. official destined for Brazil. Additionally, the U.S. declined a visit from nearly twelve Brazilian Federal Revenue agents who intended to coordinate efforts against arms smuggling and money laundering.

The current tension follows a cycle of retaliation that began in April when the Trump administration expelled Brazilian delegate Marcelo Ivo de Carvalho. U.S. officials accused Carvalho of conducting a political witch hunt related to the arrest of a former Brazilian intelligence chief following the January 8, 2023, coup attempt. Brazil responded by revoking the credentials of an American security agent in Brasília.

Further friction has arisen over security classifications and political interference. The U.S. designated two of Brazil's largest criminal factions as terrorist organizations, a move that reportedly compromised secret Federal Police investigations by applying public sanctions to monitored suspects. Furthermore, the U.S. has allegedly ignored a proposal from President Lula to block weapons shipments and has excluded Brazil from new regional security initiatives such as the Americas Shield alliance.

While technical cooperation continues in areas like container alerts for intercepted weapons, the lack of high level alignment threatens regional security. Brazil serves as a strategic route for cocaine destined for Africa and Europe, while Brazilian factions utilize the U.S. banking system for money laundering and source illegal weapons from U.S. states.
