Discord has suspended its live broadcasting and video sharing features in Brazil following a determination by the National Data Protection Authority (ANPD). The platform confirmed the suspension on Monday, August 17, noting that other services such as direct messaging and audio calls remain operational. The ANPD issued the preventive measure on August 12, stating that the platform failed to implement sufficient technical and governance measures to prevent grave risks to the integrity of children and adolescents.
The regulatory action follows the suicide of a 13 year old girl in Mato Grosso do Sul. Reports indicate the teenager was threatened and induced to commit the act during a live broadcast by a criminal group. The ANPD technical note claims that Discord's use of end to end encryption hindered the detection of such violations in real time and that the platform's age verification mechanisms are fragile. In response, Discord has contested some of these findings, arguing that the specific case does not prove a systemic failure and that certain interface details cited by the agency do not match its actual platform.
A group of 67 organizations defending the rights of children and adolescents expressed support for the decision, stating it aligns with the Digital Statute of the Child and Adolescent (ECA Digital). They argued the measure is proportional because it restricts a high risk functionality rather than blocking the entire platform. The Ministry of Justice and Public Security added that criminal groups have used Discord communities to incite violence and hatred against women and children.
Discord stated it is working in good faith with the ANPD to restore the features. The company's CTO, Stanislav Vishnevskiy, described the suicide as a devastating case resulting from a coordinated campaign of extreme violence across multiple platforms. Discord has also asked Brazilian users to share their positive experiences with the app to provide regulators with a more complete picture of how the service is used in the country.
