EU Interior Ministers Meet Following Migrant Crisis in Ceuta

Approximately 72,000 migrants entered Ceuta from Morocco on July 30, resulting in at least 141 deaths and overwhelming local emergency and reception services. In response, EU interior ministers held an extraordinary meeting on Tuesday to discuss the crisis. Spanish Interior Minister Fernando Grande-Marlaska stated that European partners agreed on the need to reinforce external borders, improve returns, increase cooperation with third countries, and enhance anticipation of future crises. While the EU expressed solidarity with Spain and praised its management, deep differences regarding migration policy persist among member states.

Rut Bermejo, a researcher at the Real Instituto Elcano, noted that while the EU often prioritizes the stability of the Schengen area during major crises, early responses to this event included a lack of solidarity. Specifically, a letter led by Italy and Denmark questioned Spanish migration policy and argued that measures such as the regularization of migrants act as a factor of attraction. Italy continues to promote the Albania model, which involves transferring migrants intercepted in the Mediterranean to Albania to process asylum claims. Bermejo described the results of this model as scarce and debatable, noting that its application is subject to court rulings.

In contrast, center-right coverage frames the event as a lesson that migration management cannot be reduced to containment, while highlighting the tension between institutional solidarity and structural disagreements over border security.
