The European Commission announced Wednesday that the European Union will transfer 1.4 billion euros in revenue generated from immobilized Russian central bank assets to Ukraine. This payment, received on Monday, marks the fifth transfer of its kind. Since the assets were immobilized, they have generated a total of 8 billion euros in windfall profits.

According to the Commission, 95 percent of the latest funds will be directed through the Ukraine Loan Cooperation Mechanism to help Kyiv repay EU and G7 loans. The remaining 5 percent will be allocated via the European Peace Facility to address pressing military and defense needs. A significant portion of the frozen assets is managed by Euroclear, a financial institution based in Brussels.

European Commission President Ursula von der Leyen stated that Russia must pay for the destruction it caused and that these funds will support Ukraine's resistance against Russia's illegal war. While the assets themselves remain frozen, the Commission maintains that the interest earned on the cash does not belong to Russia.
