A Federal Police report has revealed a close relationship between Supreme Court Minister Alexandre de Moraes and Daniel Vorcaro, the former owner of Banco Master, involving frequent meetings and multimillion dollar contracts. The report, made public by Minister André Mendonça, includes 52 messages sent by Vorcaro to Moraes. In these messages, Vorcaro asked Moraes if he needed to leave Brazil two days before his arrest on November 17, 2025. Vorcaro also requested that Moraes intervene with the Director General of the Federal Police, Andrei Rodrigues, and the Prosecutor General, Paulo Gonet, to block or delay investigations into the bank. The Federal Police found that Vorcaro used a method of writing texts in a notepad app and sending them as view once images to avoid leaving traces. While Vorcaro's messages were recovered from his seized phone, Moraes' responses were not available because his device was not seized.

The investigation further indicates that Moraes personally edited a contract worth 131 million reais between Banco Master and the law firm of his wife, Viviane Barci de Moraes. Metadata shows the user name Ministro Alexandre de Moraes as the last person to modify the document before it was signed in January 2024. Another proposal of 50 million reais involved the transfer of shares in a private jet and a helicopter to the law firm. Additionally, the report describes luxury favors, including VIP credentials for Moraes' children and high end hospitality in Campos do Jordão, arranged by Vorcaro. The initial contact between the two was reportedly brokered by former Communications Minister Fábio Faria.

The revelations have sparked a legal and political crisis. Prosecutor General Paulo Gonet has requested the annulment of the report, arguing that Minister Mendonça exceeded his authority by using the police to investigate a fellow justice. Minister Mendonça has insisted that the matter be debated publicly in a full session of the Supreme Court. Meanwhile, opposition lawmakers have filed impeachment requests against Moraes, citing crimes of responsibility. The Banco Master scandal has also touched other political figures, including Senator Jaques Wagner and Flávio Bolsonaro, the latter of whom is under investigation for receiving funds from Vorcaro for a biographical film about his father.
