Police have arrested Sudhanshu, the operator of the Hostel Daze paying guest chain, in connection with the collapse of a five storey building in South Delhi's Satya Niketan that killed seven people on Sunday. Sudhanshu is the fifth person arrested in the case, following the arrests of the building owner Hari Ram, his son Mahesh, his wife Urmila, and labour contractor Saroj. Five municipal officials have also been suspended.
Sudhanshu and his business partner, Shubham Tyagi, leased four floors of the 40 to 50 year old building in August for 105,000 rupees per month. While Sudhanshu was traced to a friend's house in Burari and arrested on Wednesday, police stated that Tyagi is currently absconding. A senior officer noted that the owners allegedly knew the building could not bear the weight of four additional floors but proceeded with the construction and lease regardless.
Investigators are examining a rental agreement that reportedly absolves the owners and operators of responsibility for casualties or risks to students' lives. The agreement also allegedly allows management to ask students to vacate without a legitimate reason and denies liability for compensation regarding personal injury or loss of belongings. Police are currently questioning Sudhanshu to determine his whereabouts on the day of the incident and whether the operators conducted due diligence to ensure the building was safe for occupation.
