Finland Joins French Nuclear Deterrence Initiative

Finland has joined the Forward Nuclear Deterrence Initiative led by France, according to a joint statement from both governments. This initiative, launched by President Emmanuel Macron in March, aims to strengthen European security by utilizing France's nuclear arsenal. Finland is the tenth country to join the collaboration, following Norway's entry in May. Other participating nations include Germany, Great Britain, Poland, the Netherlands, Belgium, Greece, Sweden, and Denmark.

The cooperation involves joint exercises, closer consultations, and the potential for the short term deployment of nuclear capable systems on the territory of allies. However, France maintains sole decision making authority over its nuclear weapons. In exchange, France expects greater conventional support from its partners, such as long range weaponry. Finland's President Alexander Stubb stated that the initiative does not replace or overlap with NATO nuclear deterrence. He further clarified that Finland does not intend to station nuclear weapons on its territory during peacetime.

Finland joined NATO in 2023 following the Russian invasion of Ukraine and shares a 1,300 kilometer border with Russia. The Finnish parliament voted in June to end its complete ban on nuclear weapons. A steering group will be established in the coming months to implement the cooperation.
