Former Estonian President Highlights AI Accountability as Next Frontier for Digital Government

Toomas Hendrik Ilves, the former president of Estonia and current World Bank consultant for public sector digitalization, stated that the technical challenge of AI accountability is more difficult than establishing the trust required for online elections. Speaking at the Digi Americas Ciso Alliance in Cancún, Mexico, Ilves explained that Estonia is developing a tool to identify AI agents to ensure accountability and prevent incidents where AI agents lose control.

Estonia currently sees 95 percent of citizen interactions with the government occur via mobile phones or computers. This digital infrastructure, known as e-Estonia, allows for streamlined services such as registering a child online with immediate access to health plans and vaccination cards. Ilves noted that these processes generate an annual economy of 2 percent of the GDP. The World Bank recognizes Estonia as one of three global leaders in government AI use, alongside Singapore and the United Arab Emirates. The same document identifies Brazil as a country with high transformation potential due to the Pix payment system.

The foundation of Estonia's system is X-Road, an open source platform that coordinates information exchange between citizens, businesses, and the government. To protect critical national data from being altered, Estonia implemented a modified blockchain in 2008. To mitigate geopolitical risks and natural disasters, the country established a data embassy in Luxembourg, which serves as a simultaneous backup with full diplomatic immunity.

Ilves, who led Estonia from 2006 to 2016, emphasized that the next goal is to integrate AI so that citizens can resolve bureaucratic issues with a single command. He cited the example of requesting a tree cutting permit, where an AI agent would handle the bureaucracy and deliver the necessary document.
