The Russian Interior Ministry's Investigative Department has charged former communications and mass media minister Nikolai Nikiforov in absentia with organizing a criminal syndicate and large scale fraud. Nikiforov is accused of helping create Finiko, a financial pyramid scheme that promised annual returns of up to 25 percent. Approximately 8,000 investors suffered combined losses estimated at 5 billion rubles before the company stopped paying dividends.
Investigators believe funds collected by Finiko were transferred abroad through Innopolis Architect, an architectural firm co owned by Nikiforov. The firm's other co owner and CEO, Azat Tukhvatullin, has been detained and held in a pretrial detention center. According to reports, Edward Sabirov, a co founder of Finiko who was extradited from the UAE to Russia in December 2025, may have provided testimony against Nikiforov and Tukhvatullin.
Nikiforov served as Russia's minister of communications and mass media from 2012 to 2018, making him the youngest federal minister in the history of the country. He previously worked in the government of Tatarstan and was involved in the creation of the science city Innopolis. Nikiforov currently lives in the UAE and visits Russia only occasionally.
