Haiti Police Face Scrutiny After Gang Attack Kills 47 in Kenscoff

A gang attack in the hillside community of Kenscoff left 47 people dead and more than 50 kidnapped last weekend. The incident has sparked criticism of the Haitian National Police for failing to prevent the massacre. During a news conference on Thursday, police spokesperson Garry Desrosiers declined to provide specific details regarding plans to rescue the hostages. He noted that a gang leader has threatened to execute the captives if any gang members are killed during police operations. Desrosiers also mentioned that authorities are aware of threats against Tabarre, a neighborhood in the capital that houses the United States embassy.

Data from the nonprofit Armed Conflict Location and Event Data indicates that violence in Kenscoff had decreased by 66 percent between January and August compared to the previous year. However, the United Nations warns that gang violence is spreading geographically even as security operations intensify in Port au Prince. UN figures estimate that more than 3,050 people were killed across Haiti between January and June. Additionally, a report from the United Nations Integrated Office in Haiti noted that 1,408 people died and 656 were injured in the second quarter of the year alone.

Currently, armed groups control an estimated 70 percent of Port au Prince, and violence has displaced approximately 1.5 million people nationwide. The country continues to struggle with political instability following the 2021 assassination of President Jovenel Moise. While a general election is scheduled for December, security concerns have caused repeated postponements. To combat the crisis, a UN backed Gang Suppression Force arrived in April to assist a smaller multinational security mission led by Kenya.
