Federal prosecutors have charged Immigration and Customs Enforcement officer Christian Castro with making false statements to investigators regarding the shooting of a Venezuelan man, Julio Cesar Sosa-Celis, in Minneapolis. Castro turned himself in to authorities on Thursday and is scheduled for an initial court appearance on Friday. The federal charges follow separate state charges filed in Minnesota for second-degree assault and making a false report.
The incident occurred during an immigration crackdown earlier this year. Federal authorities initially claimed that Sosa-Celis and another man had attacked an officer with a broom handle and a snow shovel. However, those charges were dropped after surveillance video and other evidence contradicted Castro's account. Minnesota prosecutors allege that Castro shot Sosa-Celis in the back of the leg through the door of an apartment.
Castro was previously held in a Texas jail but was released last week after the governor of Texas declined to immediately sign an extradition warrant to send him to Minnesota. While the federal charges focus on false statements, Minnesota Attorney General Keith Ellison has stated that the charges are too low and expressed expectation for civil rights charges. A source told CNN that the Justice Department is still considering whether to bring such charges, although ProPublica reported that a federal prosecutor had previously been blocked from doing so.
