Institutional Crisis in Brazil's Supreme Court Impacts Presidential Campaign

A severe institutional crisis within the Brazilian Supreme Court (STF) has emerged as a central issue in the presidential race between President Luiz Inácio Lula da Silva and Senator Flávio Bolsonaro. The conflict centers on the investigation into Banco Master and the leadership of the Federal Police (PF). Minister André Mendonça, a Bolsonaro appointee, ordered the removal of PF Director General Andrei Rodrigues following the disclosure of messages between Rodrigues and Minister Alexandre de Moraes. However, Minister Flávio Dino subsequently annulled that decision, ordering Rodrigues' immediate reinstatement. To resolve the contradictory rulings, STF President Edson Fachin suspended the conflicting decisions and scheduled an extraordinary session for September 15 to address the dispute.

The political fallout has forced both campaigns to adjust their strategies. President Lula has called for the complete lifting of secrecy regarding the Banco Master investigations to distance himself from Minister Moraes, whom some allies now view as a political liability. Conversely, Flávio Bolsonaro has intensified attacks on Moraes, framing the crisis as evidence of government interference in the judiciary. The conflict is further complicated by the Dark Horse film investigation, which involves Flávio Bolsonaro and the same banker at the center of the Master case. Recent polling from BTG Nexus shows the candidates in a technical tie, with Flávio Bolsonaro at 46 percent and Lula at 45 percent.

Internal tensions have also surfaced within the bolsonarista movement. Carlos Bolsonaro has publicly criticized the influence of Daniella Marques, an economic advisor to Flávio Bolsonaro, arguing that her liberal economic views alienate the movement's conservative base. Meanwhile, the PL party intends to use the friction between Ministers Dino and Mendonça to argue that the Lula administration is attempting to manipulate judicial outcomes.
