Investigations Reveal Lobbying Efforts and Ties Between Lula's Inner Circle and Business Interests

Federal Police investigations have uncovered messages indicating that Marco Aurélio Santana Ribeiro, the former chief of staff to President Lula, received a draft contract for the sale of cannabidiol medications to the Ministry of Health without a bidding process. The document was sent by lobbyist Roberta Luchsinger, who is also under investigation for ties to another lobbyist, Antonio Carlos Camilo Antunes. While Marcola confirmed receiving the model contract, he stated that he did not forward it to anyone in the government. Swedenberger Barbosa, the former executive secretary of the Ministry of Health, also stated that the proposal did not move forward.

The investigations further highlight the role of Fábio Luís Lula da Silva, known as Lulinha, the son of the president. Intercepted messages suggest that Lulinha's relationship with Luchsinger extended beyond a personal friendship to include the coordination of business interests and government contacts. Reports indicate that Lulinha may have guided or participated in lobby meetings across different levels of the government. In one instance, he reportedly instructed Luchsinger to issue an invoice to a businessman who is also under investigation.

Additional details from the probe reveal a financial link between Luchsinger and Marcola. Luchsinger allegedly purchased diamond jewelry for Marcola to give as Mother's Day gifts. Marcola's defense claims these purchases were part of a larger loan of 217,000 reais that he has since repaid. Lulinha is currently the target of three inquiries in the Supreme Federal Court, including probes into suspected influence peddling. His defense has characterized these investigations as political instrumentation.
