Italian Government to Extend Fuel Excise Discounts Amid EU Windfall Tax Debate

The Italian Council of Ministers is scheduled to meet on August 26 to extend current fuel excise discounts for several days. This temporary measure follows a meeting between Prime Minister Giorgia Meloni, Vice Premiers Antonio Tajani and Matteo Salvini, leader of Noi Moderati Maurizio Lupi, and Economy Minister Giancarlo Giorgetti. Government sources stated that the extension is intended to provide time to develop a more targeted intervention focused on the income brackets most in need of state support. Matteo Salvini noted that the discount on diesel would be extended, possibly until September, while the government considers longer term solutions.

Simultaneously, the Italian government is advocating for a coordinated European Union approach to taxing the windfall profits of energy companies. Palazzo Chigi argues that a national tax would create market asymmetries and penalize state energy operators compared to foreign competitors. This position follows a letter sent by Italy and five other EU countries to the Irish presidency of the EU Council. The Irish presidency confirmed that the Vice Premier and Minister of Finance will discuss the most appropriate way to address the issues raised in the letter. While the European Commission previously indicated that such taxes are the competence of individual national governments, Italian sources maintain that their initiative is a political dialogue between member states rather than a formal request for authorization.
