Japanese ministries have requested a record high 143 trillion yen for the fiscal 2027 budget, according to the Finance Ministry. This total marks the fourth consecutive year of record requests and is significantly higher than the 122.3 trillion yen initial budget for fiscal 2026. A primary driver of the increase is a new uncapped special investment category created to advance Prime Minister Sanae Takaichi's fiscal policy agenda, which accounts for 12 trillion yen of the requests. The Finance Ministry noted that the total is more than 2 trillion yen higher than the combined 140.6 trillion yen of the fiscal 2025 supplementary budget and the fiscal 2026 initial budget, partly because the government is shifting spending from supplementary budgets into the initial budget.
The Health, Labor and Welfare Ministry submitted the largest request at 36.6 trillion yen to cover rising costs for pensions and health care. The Internal Affairs and Communications Ministry sought 21.92 trillion yen, while the Defense Ministry requested 8.84 trillion yen for capabilities including attack drones. The Ministry of Economy, Trade and Industry requested 5.7 trillion yen, with 4.53 trillion yen allocated to the investment category for semiconductors and artificial intelligence.
Financial concerns accompany the announcement as debt servicing costs reach a record 36.64 trillion yen.
