The Japanese government has proposed adding the aviation sector to its new foreign worker training and employment program scheduled to begin in April 2027. This expansion aims to address severe labor shortages in industries such as airport ground handling and cargo loading. The new Employment for Skill Development program will replace the controversial technical intern training program and is designed to encourage workers to transition to Specified Skilled Worker status after three years to allow for longer stays in Japan.

The government intends to maintain this quota through the end of fiscal 2028, stating that economic conditions have not changed enough to warrant a higher limit.
